Cemetery Development Services (CDS) was founded in 2003, but its historical association with the cemetery industry dates back to 1999, when its founder, Justin Smith, undertook some of the first Environment Agency Groundwater Risk Assessment Audits, introduced for new developments. By January 2018, CDS had undertaken over 300 feasibility studies and designed over 20 new cemeteries both in the UK and abroad. CDS continues to develop business on the home and international markets, growing its business in the USA, Ghana, Spain and Russia.

Following successful planning applications, CDS have developed a strong team to accommodate the growing demand for new crematoria and have numerous projects at various stages of planning and development.

Meet the Team

Justin Smith

Justin Smith
Director

Justin HND (Dist) is a qualified agronomist and has 30 years’ experience in plant soil and water management, Justin has developed a number of patented soil management technologies used internationally by the sports and agricultural sector.  Justin has been in the cemetery development industry for the past 15 years specialising in ground water protection and planning.

Becky Ballinger
Director

Becky has been working with CDS for five years and is responsible for compiling the multiple elements of the planning package and ensuring the client is always informed of every stage of cemetery and crematorium developments.

Darryl Kelly

Darryl Kelly
Technical Director

Darryl, MGeol, FGS, is a qualified Geologist with over 11 years’ experience in the Site Investigation industry, has recently joined CDS as Technical Director and aims to bring his experience with regards to Site Investigation, Groundwater Monitoring and Modelling to expand, enhance and develop the services that CDS can offer their clients.

Alex Vickers

Soil Engineer

Alex, BSc (Hons) Soil Science, MPhil, MI Soil Sci, is a professional Soil Scientist with specialism in soil water management and drainage. He has over 25 years’ experience in applied soil management and has worked extensively in both the UK, Europe and Africa. He undertakes cemetery risk assessments as well as drainage investigation, design and management.

Ann Sharrock

Ann Sharrock
Landscape Architect

Ann has worked for organisations including the Forestry Commission, Groundwork and RPS. She also worked on Hart Island, New York City’s potter’s field in New York presenting landscape and burial strategies to City officials. She is an RHS award winning designer and as well as designing the cemeteries and memorial gardens with planting plans and schedules, Ann also prepares documentation to fulfil planning conditions for new cemeteries and crematoria including Feasibility Studies, Landscape and Visual Impact Assessments, Policy and Need Assessments and Design and Access Statements.

Paul Carvill
Technical Officer

Paul,  Dip Des DIT, is experienced in producing 2D and 3D AutoCAD drawings for reports within various disciplines of the company.

He works closely with the landscape and drainage engineering and other teams to produce master plans to form the drawings required for planning, burial plot layouts and drainage management schemes.

Lucy Pedder
Technical Officer

Lucy is currently undertaking a year-long placement with CDS as part of her 4-year BSc Physical Geography sandwich degree. With first and second year studies focusing on geology, soils, hydrology and GIS, Lucy predominantly assists with completing T1 site suitability reports and T2 groundwater assessments for clients. To date, she has completed several of such reports and also compiled planning documents for future developments
